Background

The STWA / Seven Seas Brackish Water Reverse Osmosis (RO) Project, located near Driscoll, Texas, has been discussed as a potential source of treated brackish groundwater for the City of Corpus Christi.
Previous public discussions have referenced a potential sale of up to 28 million gallons per day (MGD) of treated water, subject to further review and formal agreements.

The project aligns with broader regional water supply planning efforts to evaluate alternative and supplemental water sources within the Coastal Bend Region (Region N).

Transparency and Oversight

The Nueces Groundwater Conservation District (NGCD) shares these updates as part of its public education mission — helping residents, landowners, and stakeholders understand ongoing groundwater-related developments.

All projects of this nature remain subject to review under:

  • The Texas Water Development Board (TWDB) regional planning process;

  • Texas Commission on Environmental Quality (TCEQ) permitting frameworks; and

  • Compliance with the Texas Water Code, Chapter 36, governing groundwater management and local conservation districts.

The NGCD does not endorse or oppose specific projects. Its role is to provide factual, nonpartisan information to promote transparency, accountability, and sustainable resource management.
